Spain: what government spends on
Spending by all of government together (central, regional and local governments and the Social Security funds), by function, compared with France, Italy, Portugal, Germany and the euro area. The functions follow the UN classification (COFOG) that every EU country reports to Eurostat, so the categories match; countries still differ in what is public or private (pensions, health insurance).
General government spending on this function, .
How spending is split,
% of all general government spending going to each function. Each column adds up to 100, give or take rounding (interest is part of general public services).
Who spends it,
Spain, % of GDP, by level of government. General transfers from one level to another (mainly central government funding the regions and Social Security) are left out of general public services, so that money is counted where it is spent. Some flows between levels remain in general public services (for example interest one level pays another), so that bar is a few tenths of a point of GDP above the general-government figure. No peer comparison here: countries split powers between levels differently.
Regional governments run most health and education; the Social Security funds pay most pensions and, through SEPE (counted with them in national accounts), unemployment benefits; central government also pays civil-service pensions, most of the interest on the debt and all of defence.
